I'm Justin Blackburn, MPH, founder of Blackburn Insights.
For more than 20 years, I've worked in healthcare and human services, helping organizations navigate the intersection of operations, technology, data, finance, and strategy.
My career hasn't followed a straight line. That's by design. I've worked in health information management, revenue cycle, contracts, behavioral health operations, electronic health records, analytics, reporting, and organizational strategy, leading work spanning health information, EHR strategy, data engineering, and performance measurement along the way. Across all of it, the work has come down to the same questions: why the numbers don't make sense, why a process isn't working, why staff aren't using a system the way they should, and what leaders actually need to know to make better decisions.
That experience is the foundation for Blackburn Insights.
Why Blackburn Insights
I've seen the same problem in organization after organization. The data is there. The reports are there. The systems are there. The insight is missing.
Organizations collect enormous amounts of information about their programs, clients, finances, operations, and outcomes. But more data doesn't automatically make an organization more informed. The real questions are simpler than the systems that generate them: What is the data telling us? Why is it happening? What should we do about it?
That's where I come in. I help organizations connect the dots between their data and the decisions they need to make, turning information into something leaders and teams can actually use.

Understand. Start with what's actually happening. Examine the data, processes, systems, and people behind the numbers.
Connect. Bring the pieces together. Link operational performance, financial information, technology, and outcomes into one clear picture.
Act. Turn insight into action. Develop practical recommendations and next steps organizations can actually implement.
I don't believe in reports that sit on a shelf. The goal isn't more information. The goal is better decisions.
What I Bring
Healthcare experience. More than two decades in healthcare and human services, with particular depth in behavioral health and nonprofit organizations.
Data and analytics. Experience translating organizational data into dashboards, KPIs, performance measures, and outcome reporting leaders can actually use.
Operations. A practical understanding of what happens beyond the spreadsheet: workflows, staffing, documentation, systems, billing, contracts, and the realities of implementation.
Technology. Experience with EHR strategy, implementation, workflow redesign, and reporting systems.
Executive perspective. Experience presenting complex information to executives and boards, and translating technical or operational issues into decisions leadership can act on.
Beyond the Numbers
The work matters because the organizations behind the data matter. My career has largely centered on organizations whose missions extend beyond the bottom line: healthcare providers, behavioral health organizations, nonprofits, and community-serving organizations. I'm drawn to work that improves health, mental health, equity, and access, and that helps organizations deliver on their missions.
I also believe people and organizations are capable of change. That belief has shaped my career, and it shapes what I want Blackburn Insights to do: help organizations understand where they are today, recognize what's possible, and build a practical path toward what's next.
